2023 Suspension of Annual Quota and Revision of Scoring Scheme

The QMAS visa in Hong Kong admits up to 1,000 applicants annually. In 2019, the Immigration Department of Hong Kong approved 874 applications under this scheme, 2 845 in 2022 and 12 969 in 2023 according to the Immigration Department Review 2023. However, the annual quota for the QMAS has been suspended for a period of two years, starting from 2023. Additionally, the point-scoring scheme of the QMAS has been revised to place more importance on the applicants' work experience. Under the General Points Test (GPT), applicants with at least three years of work experience in multinational companies or reputable enterprises will be awarded 20 additional points.

The number of approved applications represents the number of applications that have passed the selection process by the Advisory Committee on Admission of Quality Migrants and Professionals. The Committee considers various factors such as Hong Kong’s socio-economic needs, the candidates’ backgrounds (including academic achievement, professional training/qualifications, work experience, global perspective, language skills, and future development plans in Hong Kong), and other relevant factors. After further assessment, the Committee then makes recommendations to the Director of Immigration on the best approach to allocate the quotas. What is the profile of successful applicants?

In May 2023, the government announced an expanded Talent List covering 51 professions, applicable to the Quality Migrant Admission Scheme (QMAS), the General Employment Policy (GEP), and the Admission Scheme for Mainland Talents and Professionals (ASMTP). Approximately 50% of successful applicants in 2019 came from the Financial, Accounting Services, Information Technology, and Telecommunications sectors.
