What Is the Purpose of a Hong Kong Identity Card?

  • Published: 19 January 2026

A Hong Kong Identity Card serves as the official identification document issued by the Immigration Department to residents aged 11 or above. It provides the legal basis for identity verification within Hong Kong and incorporates chip-based security features for storing and processing personal data.

Two types exist: the permanent identity card, which confirms the holder’s right of abode, and the standard identity card, which does not confer this right. Since November 2018, enhanced smart cards with upgraded durability and security features have been issued.

This answer summarises the card’s function only, as detailed information is available in your full HKID article.
