What Are the Requirements for an Employment Agency (EA) Licence?

The EA licence is required for organisations or individuals placing job seekers with employers, even for companies outside Singapore if recruitment is conducted through a Singapore entity.
Requirements include:
- Applicant must be a Singaporean or PR; Employment Pass (EP) holders, Key Appointment Holders, and Nominee Directors are not eligible.
- Applicant must hold an official position in the company (e.g., director, owner, partner).
- Company activities must be registered under the relevant SSIC codes (maid agency, employment agency, executive search).
- Applicant must have a clean legal record and not be involved in a revoked EA licence.
Application: Must be submitted directly by the local director using the MOM EA Self-Assessment Tool.
